NREPP is a searchable database of interventions for the prevention and treatment of mental and substance use disorders. This 2007 In-Depth Policy Analysis builds on two previous studies regarding states’ behavior initiatives (SBIs) by reporting on a brief survey of 41 responding states and an in-depth interview of six states. Survey findings report the number of states that currently have an SBI and the types. Interview findings report the SBI history; stakeholder involvement; participation criteria; scope, focus, and components; fiscal and human resources; professional development; evaluation methods; and policy recommendations. |

| DELAWARE: Positive Behavioral Support Project |
| The systems change goal of the Delaware Positive Behavior Support Initiative is to have EVERY teacher and administrator in EVERY school district in the state knowledgeable about and engaged in the use of Positive Behavior Supports as a means to enhance the learning of EVERY student. The Delaware Positive Behavior Support Training Initiative is a collaborative project with the Delaware Department of Education, the University of Delaware Center for Disabilities Studies, and Delaware's Public Schools. |
| ILLINOIS: EBD/PBIS Network |
A component of the Illinois Statewide Technical Assistance Center (IS-TAC), the Network is an Illinois State Board of Education funded initiative promoting effective practices for the good of all children. Its mission is to build capacity of schools, families, and communities to promote social and academic success of all students, including those with emotional/behavioral and other disabilities. The Illinois PBIS Evaluation Center at Loyola University serves to promote data-based decision making for schools and districts at the Universal, Targeted and Intensive/Wraparound levels of PBIS. In turn, these data influence training and technical assistance within the statewide network.

| IOWA: Behavioral Alliance |
The Iowa Behavioral Alliance is a collaborative effort among several entities, including Drake University’s Resource Center for Issues in Special Education; Iowa State University, including the Research Institute for Studies in Education; and the Iowa Federation of Families for Children’s Mental Health, a statewide advocacy organization. The three components of the Iowa Behavioral Alliance include positive behavior support, children's mental health initiative, and dropout prevention. The work of the Alliance is funded through a five-year grant from the Iowa Department of Education. The Iowa Behavioral Alliance coordinates its efforts with the National Center for Positive Behavior Interventions and Supports (funded by OSEP).

| KANSAS: Institute for Positive Behavior Support |
The Kansas Institute for Positive Behavior Support (KIPBS) at the University of Kansas was established November, 2001 in collaboration with the Kansas Department of Social and Rehabilitation Services (SRS) to create statewide training for PBS and PCP (Person-Centered Planning). This system will allow professionals in the fields of developmental disabilities, mental health, and child welfare to bill Medicaid for PBS and PCP services. In Year One, training was limited to professionals in developmental disabilities. In Year Two, professionals in child welfare were added. Professionals in mental health will be invited to apply in future years. All Kansas agencies will be able to obtain access to online instructional materials that can be embedded within their own ongoing in-service training efforts.

| The Kentucky Department of Education (KDE) and the University of Kentucky Department of Special Education and Rehabilitation Counseling (SERC) are collaborating on this Web page on student behavior. The purpose is to provide a format that allows school personnel, parents, and other professionals to gain access to information, to share effective practices, and to receive ongoing consultation and technical assistance concerning the full range of behavior problems and challenges displayed by children and youth in school and community settings, as well as other behavioral issues that may affect their success in school. |
| KENTUCKY: Center for Instructional Discipline |
The mission of the KYCID is to train and support schools in the implementation of positive, proactive, and instructional strategies so students become self-disciplined, responsible, and productive members of their community and ultimately the Commonwealth of Kentucky. Schools will be encouraged to begin a program when they are ready and move at their own pace. The Center also provides a regional training calendar which will offer several opportunities for training events to schools, coaches and administrators. KYCID coordinates its efforts with the National Center for Positive Behavior Interventions and Supports (PBIS). Included on this site is Kentucky's PBIS Implementation and Planning Self-Assessment Overview, which provides an overview as to how school level implementation is orchestrated.

The mission and scope of work for the KCSS demanded that a statewide collaborative effort be undertaken. This collaborative partnership brings together a dynamic blend of experience and expertise in project management and the provision of training and technical assistance to education, human service and justice professionals, teacher preparation, applied research, electronic communication, and school and community needs assessment. Eastern Kentucky University serves as the KCSS contract agency with the cooperation and support of the three partner agencies, the University of Kentucky, Murray State University and the Kentucky School Boards Association.

Commenced in 1998, this initiative is a collaborative effort which includes the Maryland State Department of Education (MSDE) and the Sheppard Pratt Health System (SPHS), and Johns Hopkins University’s Center for Prevention of Youth Violence, which is engaging in research regarding the efforts through Project Target. | MARYLAND: Montgomery County Public Schools Kids First Alliance |
Kids First Alliance is the Safe Schools/Healthy Students Initiative of the Montgomery County Public Schools, Maryland. This program is about prevention and early intervention through multiagency, multidisciplinary, and multicultural approach. It is a way to bring a full continuum of services to students and families in order to promote strong, healthy, and successful development. The site offers educator resources, publications, and general information about the initiative.

| MINNESOTA: State-wide Positive Behavioral Interventions and Supports |
Commenced in August 2005, the SW-PBIS initiative specifies its guiding principles of PBIS on establishing: 1) clearly defined outcomes for academic and social behavior, 2) systems within the schools that support staff efforts, 3) practices that support student success and, 4) data based decisions. SW-PBIS unites in complementary fashion several school based initiatives focusing on positive student outcomes. The Minnesota Department of Education has selected three pilot sites (districts and schools) thus far. The SW-PBIS initiative coordinates efforts with the National Center for Positive Behavior Interventions and Supports (funded by OSEP).

This link is for the New York State Family Support in Positive Behavioral Interventions and Supports initiative. This effort coordinates activities among various statewide partners including the Department of Education’s Vocational and Educational Services for Individuals with Disabilities (VESID); Elementary, Middle, Secondary, and Continuing Education (EMSC); the Office of Mental Health; and Families Together in New York State. This initiative also counts as other national partners the Center on Positive Behavioral Interventions and Supports (funded by OSEP) and the Illinois State Board of Education’s Emotional and Behavioral Disabilities and Positive Behavioral Interventions and Support Network.

| OKLAHOMA: Positive Behavior Support Services (PBSS) |
In November, 2004, Tulsa Public Schools, Oklahoma, created a working task force to review current school-based and community services available to students with behavioral and/or emotional needs, and their families. They constructed a strategic plan for creating new service delivery models to address areas of need at all grade levels, across all geographic areas of the district. | WASHINGTON: BEACONS Project, The Washington State Positive Behavior Support Network |
BEACONS addresses recommendations from Washington's Task Force on Behavioral Disabilities (1997-99) to assist schools and communities in a coordinated approach for addressing the challenging behavior of students with and without disabilities. Since 1998, BEACONS has been working with schools to develop schoolwide, targeted, and intensive interventions for students. To date, 30 elementary schools in 6 regions of the state have joined the BEACONS network to meet the needs of children with or at-risk of developing behavioral disabilities. BEACONS is funded by grants from the U.S. Office of Special Education and Rehabilitative Services, Washington State's Office of the Superintendent of Public Instruction, and the Washington Education Association. The BEACONS Project coordinates efforts with the National Center for Positive Behavior Interventions and Supports (funded by OSEP).
