Check & Connect Webcast

North Central Regional Summit on RTI
The North Central Regional Summit on RTI will be held October 29-31, 2008 at the Embassy Suites Chicago O'Hare Hotel. Teams of 5-6 SEA staff from Iowa, Illinois, Indiana, Michigan, Minnesota, Missouri, Ohio, Pennsylvania, and Wisconsin are invited. The Summit will provide an opportunity for action planning to follow up on the National RTI Summit and focus on RTI implementation in middle and high schools, especially regarding funding, equity, and evaluation. National expertise and SEA teamwork will be emphasized. Illinois Early Childhood Asset Map
Recently, the Illinois Early Learning Council requested that the University of Illinois (in collaboration with Chicago Metropolis 2020, a business advocacy group) create an interactive web-based tool including community demographic information (i.e., income levels, population distribution, Latino population, and parental employment) and birth to 5 early care and education data from state agencies, Head Start, and the private sector. CELL Publishes 70 New Practice Guides
The Center for Early Literacy Learning is pleased to announce the publication of 70 new practice guides which were developed to help practitioners and parents promote the early and emergent literacy skills of young children with disabilities or delays. The practice guides are organized by age and type of literacy skill. There are 31 infant, 22 toddler, and 17 preschool practice guides that can be printed and used by parents or practitioners.

Making the Connection Institute Hosts Event in Missouri
The Making the Connection Institute is hosting a meeting on September 17 - 18, 2008 at the Hilton President Hotel in Kansas City, MO. The purpose of the meeting is to identify strategies for collecting, reporting, and using data across Part B Indicators 1, 2, 13, and 14 of the SPP/APR for program improvement. This event is being co-hosted by the North Central Regional Resource Center (NCRRC), the Southeast Regional Resource Center (SERRC), the National Dropout Prevention Center for Students with Disabilities (NDPC-SD), the National Post-School Outcomes Center (NPSO), and the National Secondary Transition Technical Assistance Center (NSTTAC). ECO Center Paper on Child Outcomes
The Early Childhood Outcomes (ECO) Center has recently released a draft report on child outcomes titled "Setting Targets for Child Outcomes." This paper analyzes state comments on OSEP targets for SPP/APR Indicators 3 under Part C and 7 under Part B/619. New CII Report on Low-Performing Schools
The Center on Innovation and Improvement (CII) has released a new report on actions successful school leaders have taken to improve low-performing schools. This report, School Turnarounds: Action and Results, provides specific actions taken in case studies from several schools. The report also discusses why the definition of improvement is taken to mean meeting Adequate Yearly Progress (AYP). This document can be found here. NCRRC Regional Meetings
The North Central Regional Resource Center (NCRRC) hosted its 4th Annual Region 4 Part C/619 Coordinators' meeting at the Amway Grand Plaza Hotel in Grand Rapids, MI on May 28-29, 2008. The meeting focused on General Supervision. The Data Accountability Center (DAC) presented on data accountability, the Early Childhood Outcomes Center (ECO) presented on the validity and reliability of outcomes data, and MO Part C presented on evaluating improvement activities. The Region 4 Part B meeting will be June 24-25, 2008 at the Westin Hotel in Columbus, OH. State Initiatives to Expand Access to Early Head Start
In April 2008, ZERO TO THREE and the Center for Law and Social Policy (CLASP) published a report that looks at state efforts to increase access to Early Head Start (EHS) services. It is entitled Building on the Promise: State Initiatives to Expand Access to Early Head Start for Young Children and their Families and was written by Rachel Schumacher and Elizabeth DiLauro. This report is based on the finding that less than 3 percent of eligible infants and toddlers are currently being reached by EHS services. A summary of this report is also available.

Materials Available from the National Public Reporting Call
Beginning April 23, the RRC Program and the TA&D Network will be co-hosting monthly calls to help states with a variety of topics pertaining to the State Performance Plan and Annual Performance Report. The first monthly call, Strategies for Public Reporting, will be held April 23, 2008 from 1:00-2:30 p.m. (CDT). This call will include a presentation on standards for public reporting and practical strategies to address the public reporting requirements. Family Educational Rights and Privacy - Notice of Proposed Rulemaking
On March 24, 2008, the Office of Evaluation and Policy Development, U.S. Department of Education published a notice of proposed rulemaking (NPRM) in the Federal Register. New Practitioner Brief by NCCRESt
The National Center for Culturally Responsive Educational Systems (NCCRESt) has recently published a new Practitioner Brief entitled A Cultural, Linguistic, and Ecological Framework for Response to Intervention with English Language Learners by Julie Esparza Brown, Portland State University and Jennifer Doolittle, OSEP. New Checklist for Early Intervention Identification
The Tracking, Referral and Assessment Center for Excellence (TRACE) has recently published a new practice guide entitled Universal Checklist for Identifying Infants and Toddlers Eligible for Early Intervention by Carl J. Dunst, Carol M. Trivette, & Glinda Hill. This guide includes a universal checklist that aims to be used as a primary source for identifying infants and toddlers who may be referred to early intervention programs. New Professional Development Opportunity for States
The National Professional Development Center on Autism Spectrum Disorders (ASD) is offering a new professional development opportunity to states. The primary goal of this center is to provide resources, professional development and technical assistance that will aid in increasing the number of highly qualified staff serving children and youth with ASD. Secondary Transition Conference
The Secondary Transition State Planning Institute (a collaboration between the National Dropout Prevention Center for Students with Disabilities, National Post-School Outcomes Center, National Secondary Transition Technical Assistance Center, and the National Association of State Directors of Special Education’s IDEA Partnership) will be holding a conference, Building for the Future, from May 7-9, 2008, in Charlotte, North Carolina. This conference will focus on transition issues connected to Indicators 1, 2, 13 and 14. The topics were previously identified during the NSTTAC Secondary Transition State Planning Institutes in May and October 2007. Facts From NLTS2 Report
The National Center for Special Education Research (NCSER) has recently published Facts From NLTS2: Orientation and Mobility Skills of Secondary School Students With Visual Impairments, a report on information on the percentage of students with visual impairments (blind versus partially sighted, regular versus special school placement, and demographic groups) who receive orientation and mobility services. This evidence-based practice focuses on the following questions: (1) what accommodations are appropriate for which students and (2) how do accommodations affect student learning and their performance on tests.

2008 NPDCI State Applications
The National Professional Development Center on Inclusion now has their 2008 Application Package available. They are seeking four new states that want to build a statewide, collaborative method to professional development that encourages increased opportunities for inclusion. NASDSE’s New Project Forum
Project Forum has recently published two new policy analyses entitled EDFacts: Special Education in the New National Education Data System by Eileen Ahearn and High School Reform: Integration of Special Education by Eve Müller and Paula Burdette. These documents can be found at the Project Forum site here. Project Forum’s aim is to facilitate improved services to children and youth with disabilities by gathering and sharing information that supports changes to policy and practice at the national, state and local levels.

CELL Announces Successful State Applicants for Specialized Technical Assistance
The Center for Early Literacy Learning (CELL) has announced its plans to provide specialized technical assistances in 2008 to eight of the state applicants: Maine, Montana, Pennsylvania, South Carolina, South Dakota, Utah, Vermont, and West Virginia. These states have goals which include implementing evidence-based early literacy learning practices in a variety of early childhood settings (Part C, Part B/619, child care, and public and private preschool settings).
